On Sinfar, you're able to change your quickslot with a chat command to cycle or swap between different list of slots that you previously saved. For example, you can leave one button (F12, say) which swaps to your alternate set of the same options. Each button can swap one, and only one, quickbar, so your “main”, “shift” and “ctrl” bars are separate here, but the way it works is the same.
A suggestion is, as mentioned, to leave one button to swap to your different one, which effectively gives you 6 quickbars with 11 keys each instead of 3 with 12.
To do this, we need to enter the player menu and go to option 9: Miscellaneous Tools

Then we predictably go for Manage Quickbars

Here we have the option to save each of our quickbars and manage them. Set up your quickslots however you normally have them, but I suggest you either, A: Only save the MAIN and SHIFT (or CTRL) ones, leaving the third untouched. This way you can have buttons on the third cycling number 1 and 2. Or, B: As mentioned above, leave one button on each to cycle to its alternate variant.

Give them some easy names, then return to your quickslots. In your free slot or in your last quickbar, right click a free slot and select Custom Text Macro:
First you label it, which is the name that will appear for you (as you can see, I have Whospy, Release etc as custom text macros already). The second input is your chat command, which for your quickbar has the following syntax:

In this case, I called the MAIN quick bar MAIN_COMBAT and I have one called MAIN_STANDARD as well, so your input should be !QB load: Main [your name]
